You have to shave it in the direction of your hair-flow, not against it! See the direction in which your hair grow and follow it with your razor. For example, on the back of the head, you have to do only from top to bottom strokes, not the other way! If you do it from bottom to top, bumps are guaranteed.
Also, before shaving, keep the hot towel wrapped around your head for few minutes, and only then proceed with shaving. Use sharp razors, the fewer strokes you apply on the same spot, the better. Professional barber razors (sold in professional supplies stores) shave clean with only one stroke. The fewer strokes, the better. Don't forget about the aftershave lotion.

Oooooh, why shaved so close? Oh well, treat with some tea tree oil, lavender, vitamin E oil and/or jojoba oil mixture.
Also some Gold Bond in the green bottle for itching.
To reduce razor bumps in the future, be sure to pre-moisture(can use that prementioned formula) the area you're gonna shave at least 5 minutes. Also internally, take silicia gel, vitamin E to enhance hair growth texture.

Wal-Mart carries a product called Bump-b-gon a friend of mine used it and it seemed to work well for him i think you just apply it right after you shave!
