Greatly appreciate anyone who can recommend resources (books/websites) and universities/distance learning courses, etc... for designing gliders and hang-gliders. I find it fascinating!

Usually you will need to learn aeronautic engineering. But I know a person who learned mechanical engineering and he founded the "APCO Aviation" company.
you need to know how to design the wing (elevation, drag ...) and calculate strength of it, stand aeronautic standards, it is really not simple job (but it is fun most of the time)
