why does the post office always ask for the price of the item someone ships to another country?

Depending on what the item is that is shipped the other country might charge the receipient tax for that country. When shipping form the US use the green form and call the item a gift

All countries have specific Customs rules for the importation and exportation of goods. For example, the USA imposes a duty of 600% on imported wearing apparel. However, if you're just sending one small item, usually they do not impose such duties. I have sent many items from the USA to Europe, goods from Denmark to South Africa, and items from South America and Africa to the USA with no problems.

customs in their country wants to know how much stuff is worth that's going into their country. There is no insurance, so you could put a low dollar amount.
