I believe that the person who had the HIV, by government regulations that they are supposed to tell their partners that they have the HIV, if not they should be taken to jail. I don't really know what this case fall in what category, but since there's a minor involved and if the person who has the HIV is an adult, then you can take the perpetrator to the police and charge them.
First charge would be sex with a minor.
Second charge would be (if he or she know that he or she is infected with HIV), the intent to spread contagious virus.
Third charge would be, endangerment of a minor.
If I were you, I would go to the Child Protective Services and get a counselor to talk to the child and get the police involved.

All you need to do is make a call to the Health Department and speak with someone there. You will not have to give them your name or any of your information to them. That is a serious crime if the person gave it to a minor knowingly that he or she is infected and did not tell that minor. The Health Department will take care of the rest about the community, and everything else.

Be absolutely certain that this minor does in fact have HIV. If you're certain then you can take this information to your nearest police station and they will take it from there. If this minor does indeed have HIV and was tested and found to be HIV+ then it is the hospital or whomever did the test, it is their duty to inform the community and health department.

Hi.
This can be a hard thing but how did you know the person is HIV positive? And does the person know that they are HIV positive? If they know that they are HIV positive and are intentionally endangering another person i think it can be reported to the local authorities. But you have to be very carefull because if they are using protection then it might backfire in your face.
Its an obligation for the HIV positive individual to inform and practice measures to protect other people.
I think it can be proved to be criminal negligence if the HIV positive individual knows his/her status and engages in unsafe procedures or purposefully declines to tell their partners of their status.

Oh my god. No we don't want a public record of that. perhaps you would be wanting that preparation for each individual to make certain. yet not all and sundry does. this is going to purely bring about that individual being prevented and discriminated against. a individual has the main appropriate to tell who they want that they have HIV (except they are desirous to have intercourse with them, then they'd desire to tell them) And, who says that purely because of the fact somebody has HIV that they want to sleep with human beings purely because of the fact they have HIV too?

for health dep. it is easy to informed by the patient card with red pen on the top of the card it is done in hospitals..
