For a wedding to be considered formal, it would have to be after 5 pm. If it is, you need to wear a gown (hint, a gown is only a long dress). If it's before 5 pm, it's not a "traditional" formal affair but if they are calling it that, then you want to wear a dress that isn't as formal - you'd look silly in a floor length gown at 3 or 4 in the afternoon. If it's during that time, then wear a tea length dress - it falls just below the knee. However, if the event begins at 3 or 4 but will last well after 5 pm, then opt for the formal gown. Hope I didn't confuse the hell out of you. Have fun.

I agree, if the ceremony starts (at earliest) at 4pm, then go for the gown. I say this because, after the ceremony there will probably be a cocktail hour and then a reception which would send the end of the evening into about 10pm.
Also - if it is a catholic wedding, normally the latest time they can reserve a cathedral for is a 4pm ceremony (or atleast the ones I have been too) so don't take a 4pm start time as if it were at the brides discretion to have a less-than-formal affair. If you are still stuck, call a bridesmaid or someone you know who is close to the couple, trust me, they wont mind giving you a clue on what to wear!

If it's after 5 or 6 pm then wear a full on evening gown. If it's before that you can still wear a full length gown just a simpler one. Especially if the reception following will run late.

If the Bride has specified formal than she expects FORMAL not tea length - even though it's not necessarily the most proper you need to respect her wishes.

Your age has a bit to do with your choice as well. You can get by with a bit more if your 20 than if you're 45.
Go for elegant rather than sexy. No boobs out. NO white! For the barer dresses, find a nice wrap for when you're in the sanctuary.

Maybe something along these lines?

If it's still early enough in the day to warrant formal but not gown dressing, something like this perhaps.

Despite the other replies you recieved, I would think a cocktail dress is sufficient, regardless of length. Ask some other guests what they'll be wearing-you don't want to stick out like a sore thumb.

a gown, definately an evening dress...also, it depends on the role you are playing in the wedding... but a nice evening dress should suffice. =)
