Ofcourse! You can go to http://travel.state.gov/passport/passport_1738.html which is the government's website for applying for a passport. Although it's probably just as fast to go in person to the town hall or post office and do it there!

Just go to the Post Office and pick up the form. Fill it all out ahead of time, then go to Walgreens, CVS, or anywhere else you can get passport photos done (they're ready in 10 minutes and cost around $7.99 for 2). Go back to the Post Office and you're all done! Then you just wait. As someone else mentioned though, if you're in a hurry, go directly to a Passport Center.

Just take the time to go to your city if you can. It took me only 10 minutes during the weekday when I got mine. You just fill out a small form, take your photos in (which you have to do beforehand) and presto. But it takes a long time to get them back in the mail, so if you are in a hurry to go someplace, I would go ASAP.
