On to your question.
Are you crazy?? If you want a cheap tattoo, you will get what you pay for. If you can not afford to get one done correctly then dont get one at all.
You first find an artist that you like and can trust. Get references from people that have used them and have tats that you can actually look at in person. Then tell them what you are looking for and have them draw up something for you. then you can discuss price. If its out of your range, wait until you can afford to get what you really want!
Unless you want a tat done in someones basement with a homeade gun by some drunk ex-con that doesnt know how to spell, put ink on you that you will have forever! Then follow my advice

Man......don't shop around for the cheapest place. You should go to the most expensive place you can find. One of my artists won't turn on a tattoo machine for less than three hundred dollars. Most will charge $100 to $150 per hour and unless your want your name tattooed in little letters (like this font) its going to take an hour or two at least.....so start saving your money.

Don't go price shopping!
You should ALWAYS pick an artist based on his or her skills and reputation. If the price is a bit high for you, save your money. Its not worth cutting corners and cost to get a tattoo if its going to be poorly done.
