One of the best resources I found while I was planning my wedding was the local boards on www.theknot.com. The girls there are SUPER helpful.

Kitty Hawk and Nags Head are just about going to be your only places. Hilton Garden Inn is beautiful. Most of the OBX you aren't allowed to build on (mostly parks), so there aren't any hotels. Why are you set on the Outer Banks? You could still go a bit inland and have the same feel. Like Swansboro, or Wilmington. Or towards Emerald Isle.
Are you wanting to get married ON the beach or just near it? Many hotels can arrange either just as easily and have wedding planners on site. It's easy for guests as they already know where to stay, but tends to be a lil more expensive. I have a friend who had a beautiful one at a hotel in Emerald Isle (unfortunately hotel no longer there so I can't give you a recommendation but most hotels will be about the same)
The best bet is either to hire a really good wedding planner and tell her exactly that you don't want to be troubled with making all the decisions. Most of the brides they work with Do want to be called for everything so you'd have to tell them that in advance.
OR
to change your mind about Outer Banks and consider a destination wedding like Sandals. They do so many weddings and even do mass weddings where all you do is show up. And it's still a beach wedding like you want. Then you could have it extremely simplistic and already be on your honeymoon for the wedding.
The Outer Banks will require a lot of planning. From permits, to vendors willing to drive that far, photographers...it's going to be difficult to just show up. But check out these guys and order the free magazine

I put below links to a lot of wedding along the outer banks sites. As I don't know what your budget is or anything like that, the last couple are a list of all the wedding planners available. I have a friend who used Blacktie and loved it.
But yeah hope the links help!

Matt 22:11 This was a royal wedding, and it is likely that a special garment was provided by the royal host for his guests on an occasion such as this. If so, the failure of one of the guests to be clothed with the marriage garment indicated that he had spurned the garment provided by the king when it was offered to him. Matt 22:12 Just as a uniform or special attire identifies one as belonging to a certain organization or supporting a certain movement, so clothing, as used symbolically in the Bible, indicates the identification of a person by the stand he takes and his activities in harmony with it, as in the case of Jesus’ illustration of the marriage garment. Matt 22:13 “When the king came in to inspect the guests he caught sight there of a man not clothed with a marriage garment. So he said to him, ‘Fellow, how did you get in here not having on a marriage garment?’ He was rendered speechless. Then the king said to his servants, ‘Bind him hand and foot and throw him out into the darkness outside. There is where his weeping and the gnashing of his teeth will be.’” The man without a marriage garment pictures imitation Christians of Christendom. These God has never recognized as having the proper identification as spiritual Israelites. God never did anoint them with holy spirit as Kingdom heirs. So they are thrown outside into darkness where they will suffer destruction. Jesus concludes his illustration by saying: “For there are many invited, but few chosen.” Yes, there were many invited from the nation of Israel to become members of Christ’s bride, but only a few natural Israelites were chosen.

There is a super fancy place that does exactly that but it's very expensive. You can also rent mansion down there and have it cater. I would price it both ways. I haven't been down there for years but the price was rising when I stayed there. It almost double for shore rent in one years time.

Fiance and I are having our ceremony and reception with them.
Hint: M-F weddings are a lot less than if you have it on a Sat/Sun.
Also as phantom stated http://www.outerbanksweddingassoc.org is also a good site to look for stuff.
