Opticon has been in use for years for emergency vehicles. I believe it used light signals from the truck to a lens system at the traffic lights. Search engines may show more detail.

Emergency vehicles do have devices to control the traffic lights. These devices can also be found online.

Imagine the scene if you approach an intersection and change the light for yourself just as an emergency vehicle is trying to do the same........CRASH!

What do you mean by remote controll? There are traffic light that will change when a fire truck or police comes along and they are based on an infrared pulses of light. They are easy to make but illegal to use.
