The recent report used a multi-aspect analysis, covering individual health and well-being, addictiveness, and the effects on families and society. It points up the fact that heroin on its own CAN be a less problematic drug than alcohol which tends to lead to violence as a direct result of its use (heroin can lead to crime, usually theft, to get the money to pay for it). The committee tried to look at all the different aspects rather than just seeing it from one angle.

The study used a harm scale based on "actual social and physical harm they cause based on scientific evidence." Looking at the Graph, this study rates Herion at 2.7, Alcohol at 1.9 and Tobacco at 1.6. I believe we are talking about the same study.
This "league table puts alcohol in the top five most harmful drugs, alongside heroin, cocaine, barbiturates and street methadone."

In the first instance harmful to the user. In the second instance harmful to others in society as a result of user under the influence - who may intentionally or unintentionally cause physical harm to themselves and others'.

It's gotta be based on society, surely. Heroin is MASSIVELY more harmful to the individual. It must be that people can behave badly through drink for many many years.

None of the law-makers who decide what should be regulated have ever tried these substances. They're going off of their own biased religious beliefs alone.
We all know that drugs are bad because the US government said so! And they never over-exagerate or twist the truth for their own agenda!
Other governments say they're OK...but they must be backward, non-Christian nations!
