I wanted to achieve a nice focused foreground and blurry background.

You may have a portrait mode. The icon is a person's head. That would set a wider aperture.

Alternately, you can zoom as far telephoto as possible (optically, no digital zoom!) Put your subject as close to you as the camera will focus and the background as far distant as you can. That will probably lessen your DOF somewhat, especially if you are using film. Consumer digicams have inherently greater DOF, caused by the small sensor and wide lenses.

As was already stated the camera may not allow this option if its a cheap consumer camera. If it is a digital camera the option may be available only throught the cameras on-screen menu system. Check the manual. If you don't have control over the f-stop but the camera has zoom you can zoom in fully. The more you zoom the more of a background blurring effect you'll get.

If it's a point and click, odds are it won't give you the option to do that. A few of the newer cameras will give you some control over the F-stop but not the shutter speed (or vice versa), but usually that's switching between automatic mode and program mode or some such.

Most point and clicks are just set to keep everything in focus.

The guys above me are correct, but if there is a setting on the mode dial for "A" or "Av," you are set. That's aperture priority. If you have such a setting, you go into that mode and twirl whatever dial your camera has and it will set the aperture. Chances are, though, that you don't have this option in a P&S, so then you have to do what RonJeremy says, even though that CAN'T be his real name!
