Restore your computer back to 1 day before this started happening.

Open the Start menu, highlight Settings, and click Taskbar And Start Menu. On the General tab of the resulting Taskbar And Start Menu Properties dialog box, select the Always On Top option. Click OK to close the dialog box.

Try right mouse clicking on the task bar ( blue bar at the bottom ). A menu will pop-up. Make sure Lock Task bar is checked. If not, click on it.

Programs still not showing up on the task bar? Could be a virus.
Run a virus scan and spyware scan.

Right-click on any empty space on the Quick Launch / Start bar and choose Properties. Uncheck the Lock the Taskbar item and then choose Toolbars >.

Check and un-check various toolbars until you get what you want displayed.

It's hiding at the very bottom. Take your cursor and just keep trying to pull it up.
