Jazz and want to close the windows and listen without a lot of road and engine noise! Maybe its too much to ask for a budget car!

Most new cars even budget cars are going to have a fair amount of sound insulation on them so that driving them isn't a noisy affair. Finding out dB levels of vehicles can be foiund usually in car magazine reviews. But from personal experince my 2006 Ford Focus Hatchback on the highway is quite enough to enjoy classicle music without road noise being to intrusive in the listening experience.

why do you have to buy a new car?
go for a second hand mercedes and drive in a bit of style.

in my experience i would have to say honda's, nissans and toyota's would have to be the smoothest, quietest cars out there on a budget.
