Not all people with "Spainish" last names are of much Spainish ancestry though, since the Spanish baptized Indians and Slaves and gave them Spanish names - most "Hispanics" are a mix of European, Indian, and African ancestry. Different countries (and castes within those countries) have differing amounts of each - some Caribbean countries (Dominican Republic, for instance) have more African; some South American countries (Peru, Ecuador) are mostly Indian, some more European (Argentina, Uruguay). There's a lot of variety.

Absolutely, you are partially at least Spanish to the percentage that your Great Grandfather's contribution to your gene pool amounts to. If he was Spanish 100%, you would have a minimum of 13.5% Spanish in your genes.
Many Spanish people are light skin, you could get that from many backgrounds.

in Spain you're not Spaniard for being son of a Spaniard, unless you are born there. You must do some paper work.
However, you should consider yourself with that Hispanic background.

you sure are, garcia is a spanish name, my mothers maiden name is gonzalez, her father is from puerto rico, my mother is super fair skinned, red hair, blue eyes, she went through hell having to sport the last name gonzalez growing up, (people always thought she was lying) so she was so happy when she got my dads name because his last name is german
