No relationship (friendship or love) should be based on that. If you get to know someone, like them, and become friends (or more) I don't think it would matter whether or not they are bold are shy.

More important than this issue is whether or not you share similar interests, values and commonalities. Additioanlly, opposites do attract can be complimentary to one another. Whether or not one is bold or shy probably is very minor in my book.
