Your local FFL dealer will register your handgun when you purchase it. You just need to go to a local gunshop or shooting club/range and take the HSC test so you can present your certificate when you purchase the weapon.

An HSC (handgun safety certificate) can be obtained at any handgun dealer, it's a very very simple test and actually easier than the BFSC (basic firearm safety certificate) which it replaced. But the purpose of these things is to add paperwork and perceived hurdles rather than to improve safety, it takes about an hour to buy a handgun now, 99% of that is filling in forms and answering stupid questions.

I live in California and have purchased a handgun recently and have never heard of a "Registration Permit". Are you thinking of the People's Republik of Massachusetts? The People's Republik of Kalifornia doesn't require those. MA is actually worse than CA.

What is the point of a ten day wait when my safe contains several handguns and several rifles already? Will it not occur to me to use one of those during the cooling off period?

If you're getting a gun for home defense, you can't beat a revolver. A revolver has a MUCH simpler mechanism, and is easier to care for. Semi-Auto's (the ones that have a slide that flies back and such, and you load with a "magazine" into the handle) have a MUCH more complex mechanism. The problem with that is there are more parts that can go wrong. If the gun is going to sit in a drawer next to your bed until you hear breaking glass ten years down the line, a revolver is about 90% more likely to be able to be picked up, have the dust blown off of it, and fire reliably. Also, since it is Cali, it might be easier to get a shotgun if it's just for home defense. Often times, just hearing the "chaCHINK" of a shotgun being pumped will scare off a home invader. As for recoil? 9mm is good for semi-auto's, and for revolvers, a .38 special will be more than adequate but not overpowering (my 14 year old sister can shoot a .38 comfortably)
