Yep. Anyone that is truly interested in you will find the time to make sure that you are treated in a special manner.
Anyone that is not doing that is either playing hard to get, or some other head game.
They would always make sure they dedicated some part of their day, just for you.

I think you are asking "If someone wants to talk to you, then wouldn't them make the time to talk to you?" If it is then yes, you would think that it someone truly wants something then they would make time for it. But it is not always that easy. Sometimes people avoid situations due to fear or just hectic schedules. Don't take it personally until you confront the person (calmly ...don't accuse) about this issue.

Of course, if someone wants to talk to you then they should make up the time, if that person doesnt want to talk to you then he wont make the time.

yes! if someone wanted to talk to you they would make the time. if it was important they'd pester you until you gave them the chance to talk but if they just say they want to talk and then dont then chances are theyr only saying it so they can buy more time. if you want to talk then you talk, dont let someone else call the shots.
