I have already pressed Ctrl-Alt-Del, and it restarts, But goes right back to the same screen.

1st goto BIOS setup using del and then see for hardisk whether BIOS is detecing it or not.
most probably it is not detecting the harddisk so shutdown ur PC nd tighten the connections 2 the hardisk in ur PC
start it again it must start even if it doesnt then see whter pwer supply is working fine , still not then ur harddisk shuld be given 2 hardware engg. for further processing

It sounds as though your hard drive is bad. Only way to fix it is to buy a new hard drive and load your operating system on to it or bring it to a computer store and get them to fix it.
