Seeing as how this "question" is answered right underneath it I doubt seriously if anyone who answers in the negative is going to get a "best answer". I find that such people who say others that disagree with them are "closed minded" are really just hypocrites using that as an excuse for any type of reasoning beyone which they are able to comprehend. They are guilty of being closed minded more than anyone I know and as soon as I here the closed minded argument I know that I'm dealing with someone who just wants you to agree with them instead of looking for any sort of truth. But such is life nowadays. Only those who accuse someone of being closed minded get the press time - those who are accused get their picture freeze framed while they are inbetween syllables in only the most grotesque transitions.
But, for those of you who are open minded, here goes anyway.
I am going to answer this in the classical sense of reincarnation which involves the individual returning in the form of different animals for that is the form that has been taught for millennia. The questioner did not state which type - either the classical or the Americanized version that the maharaja cooks up so that it is more palettable to suit the self esteem or super ego of the American female. I will not waste time with the Americanized version soup because it contains so many variations and perversions of what has been taught overwhelmingly throughout the ages.
That would start us off with the soul and what is the soul. You have to know what the soul is before you can on further to "higher spiritual knowledge". : ? )
In all of my readings of the different "Holy books" of the world I have found only one Book that deals with the origin of the soul. I really haven't found it in other books they comment on it but the comments are shrouded in fog and sometimes incoherent thought. They don't explain the how of why man has a soul.
And it's explained right in the beginning of that Book as it should be as this is a common question that kids need answered - How did we get here. NASA (which stands for Never A Straight Answer) has stated as one of their primary reasons for being is to answer how we got here - as if no one knew ever before NASA but that's typical of new religions of today (not that they call themselves - a religious organization but they do replace other religions when they tread into their domain - oh, they call it science but, that's so they can get tax money - otherwise they'd have to be like other more honest religions and pass the plate while they're having their "services" - such as a launching to the moon and other religious activities of NASA Act 14:11 And when the people saw what Paul had done, they lifted up their voices, saying in the speech of Lycaonia, The gods are come down to us in the likeness of men.)
Back to the soul. . .
Gen 2:7 And the LORD God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.
There is the soul and this is a difference between man and animal in that man has been given a soul by an eternal God. Even that eternal God which created the heaven and the earth who also breathed into his nostrils the breath of life and gave man - eternality. When the Eternal God touches something it's kind of like the Midas touch - whomever he touches He makes immortal and not just him also his generations after him. Note, howeve that the living soul was the invisible part of the man - just as God is invisible. It wasn't the clay or the earth part of man that became immortal - for that would never do but the soul mirrors the body of flesh which houses the soul. I can't draw you a diagram of it here but if you would imagine the chalk or tape outline that the police use to mirror where the body lay and what position it was found in that is something of the soul of which we can not see. It's like a football or a tire use to be made. You have the outer skin - the ole pigskin which you see but inside what holds the ball in it's form is air but what holds the air is a third part they call a bladder.
In the Old Testament there are verses which seem to make the body and the soul - the same thing. Of course there are religions out there that make no distinction between the two because of this but this is what makes the Bible such a dangerous book (another way that you can tell it's from God) - it's a two edged sword in that it can cut both ways - you have to be careful how you handle this thing because it'll show you for what you are.
Heb 4:12 For the word of God is quick, and powerful, and sharper than any twoedged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and is a discerner of the thoughts and intents of the heart.
It's a sharp Book that one is. It can even divide the soul and the spirit and that's a fine line indeed.
More than that though it divides the soul from the body and this is where we see the Old Testament pale in comparison with the New Testament. In the OT you had a system whereby the soul was never seperated from the body hence the OT saint had the Holy Spirit come and go from him. That's why David said. . .
Psa 51:11 Cast me not away from thy presence; and take not thy holy spirit from me.
Because the soul was stuck to the body. This is the reason why Jehovah's (so-called) Witnesses say that the soul is annihilated in the end because they say that the Bible says that the soul that sinneth it shall die means "annihilated" but the Bible, of course, tells you in the end how the soul dies . . .
Rev 20:10 And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet are, and shall be tormented day and night for ever and ever.
Rev 20:11 And I saw a great white throne, and him that sat on it, from whose face the earth and the heaven fled away; and there was found no place for them.
Rev 20:12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works.
Rev 20:13 And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works.
Rev 20:14 And death and hell were cast into the lake of fire. This is the second death.
Rev 20:15 And whosoever was not found written in the book of life was cast into the lake of fire.
Not to be "annihilated" but to be tormented with the fire forever and ever - to pay for their own sins - to pay an eternal God an eternity. Some people just like the hard way to go I guess.
So, the soul lasts forever and it begotten from father to child - it's called in the Bible being "begotten" and that's why we're called human beings because once we get a start - we will always be.
Animals are excluded in this as it is not recorded that God breathed into them . . . or that . . .
Gen 1:26 And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.
Gen 1:27 So God created man in his own image, in the image of God created he him; male and female created he them.
So animals can't house human souls.
In the New Testament Jesus Christ gave an example of what happens to a man's soul when he dies.
Luk 16:19 There was a certain rich man, which was clothed in purple and fine linen, and fared sumptuously every day:
Luk 16:20 And there was a certain beggar named Lazarus, which was laid at his gate, full of sores,
Luk 16:21 And desiring to be fed with the crumbs which fell from the rich man's table: moreover the dogs came and licked his sores.
Luk 16:22 And it came to pass, that the beggar died, and was carried by the angels into Abraham's bosom: the rich man also died, and was buried;
Luk 16:23 And in hell he lift up his eyes, being in torments, and seeth Abraham afar off, and Lazarus in his bosom.
Luk 16:24 And he cried and said, Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue; for I am tormented in this flame.
Luk 16:25 But Abraham said, Son, remember that thou in thy lifetime receivedst thy good things, and likewise Lazarus evil things: but now he is comforted, and thou art tormented.
Luk 16:26 And beside all this, between us and you there is a great gulf fixed: so that they which would pass from hence to you cannot; neither can they pass to us, that would come from thence.
Luk 16:27 Then he said, I pray thee therefore, father, that thou wouldest send him to my father's house:
Luk 16:28 For I have five brethren; that he may testify unto them, lest they also come into this place of torment.
Luk 16:29 Abraham saith unto him, They have Moses and the prophets; let them hear them.
Luk 16:30 And he said, Nay, father Abraham: but if one went unto them from the dead, they will repent.
Luk 16:31 And he said unto him, If they hear not Moses and the prophets, neither will they be persuaded, though one rose from the dead.
So they went into the heart of the earth where they both had a place to go to. The rich man went into hell and Lazarus went into what was called Abraham's bosom also referred to as Paradise when Jesus was on the cross and talked to the other thief beside Him.
When Jesus Christ was crucified after He died He went into the heart of the earth and preached unto the captives - which is one of the very first things he said when He began His public ministry - in the heart of the earth. Then they took on His righteousness and He took them and Paradise back to the 3rd Heaven.
Souls of men do not come back into other men and as said before they can not go into animals - animals can not house souls - they don't have them.
Men have children who are made with souls and the number of souls grows with each new one added. This is termed in the Bible as "begotten" - that's why we're called human beings - because when we are born into this world - we be. We be forever. Not stretching into the past ages etc but starting out brand spanking new.
Unfortunately, we are born into a family sometimes that doesn't have a very good history. This is where a lot of Reincarnationists say that our past lives or life is to blame but that's not it at all - our forebearers are to blame. A lot of life can be understood simply by understanding that we make our children's world not our children come into a world that they deserve by how they lived long ago. That is a self defeating philosophy at best and you can see the consequences of a nation that believed in such a system by looking at India.
If I wanted to design a religious system that totally enslaved the common people for generation upon generation I don't think that I could come up with one better than the one which ruled in India for millennia. Look at the way they live even today. They have their own children starving and yet cattle are allowed to roam free in the streets. They can eat no meat which would provide their children with important protein so that their brain could develop normally (if it weren't for all the bugs in their food they wouldn't get hardly any protein at all but thankfully they can't kill the bugs either but they can eat the eggs) but it is illegal and their religion forbids it - so, consequently their children have a much lower IQ than they would normally have thus ensuring that one more generation does not rise up against the heirarchy even though they have the highest per capita population on earth and nowhere on earth would all the armies in the world - combined be able to stop them - but the religion of reincarnation does.
Imagine living a life so superstitious that you wouldn't be able to kill a cockroach fighting with you for your food because you were afraid that it was your great grandmother inside the bug. How ridiculous but that's real religious reincarnationism for you. What we have over here in the Western World is an apostate form of it much like we have an apostate form of Christianity - but that's another question and another answer.
So, the objection then is - where do all these people get all these facts from other people's lives if it all a lie. Well, it's a clever lie and yes, there have been accounts of - I'll just speak of the ones that I have read of - a girl in India who knew of a woman's life that hadn't died so long ago but before she was born. I think that man believed so much that it was his old wife in a new body that he married this young - very young girl. It was reported that she knew of their past experiences and their children's names, where they met - you know details that only the former or late wife would know. Well, ok so people take a lot for granted when they hear this kind of thing - I can't attest to it - that's No. 1 and I'm not going to say I fully believe this but I know that what they say happened doesn't necessarily have to be what actually did happen.
There are such things and the Bible confirms this as people (and it's usually women) who have what they call "a familiar spirit". This spirit is familiar with a person's habits and friends etc - it's usually from someone else who dabble's or is heavily into the occult which is where this thing's from. That's also how they have "memories of past lives" - because they've let something in that has had a past life. Have you ever noticed that these people who have these memories all are kings or queens or royalty or some high up in the priesthood etc? That's because that thing that's inside them giving them these "memories" have been rulers and priests and high up.
In short these people end up being demon possessed. Reincarnation is a deception so that these evil spirits can enter into and take over someone's body.
How they got no body is another story and I'll do you a favor and point you to Gen 6 and then Noah's Flood drowned out their bodies.
There are things in this world that are very old and very evil and will get people to believe in these kinds of things so that they have a new body - thus Reincarnation is only true if you consider that - they are the ones who are being Reincarnated - by living in you.

It's pretty involved. The basic idea of reincarnation is that we choose a set of lessons to learn in a lifetime, and at the end of the lifetime, we get a "grade" aka Karma. If a lesson went unlearned, we will repeat it in the next lifetime, and continue to repeat it, until we get it right. When we have learned every thing we are supposed to, we transcend the Wheel, and go on to Nirvana, or Heaven, if you prefer. Some of the great teachers taught that if you apply yourself through prayer, meditation, and living a certain way, you can transcend the wheel, and go directly back to the source. Which way you prefer to go about it is up to you. As to the actual mechanics of why, that is a very involved explanation, and I will refer you to an author named Seth, who was channeled by Jane Roberts. There are many books channeled by or about this guide. Reading them helped me to understand it much better I think, but your milage may vary.

not sure if I beleive in reincarnation, and I've never heard of a baby born with the ability to talk, but my best friend's little girl talks about remembering dying when a tree fell on her. Has talked about this since she was real little.

It can be explained with the idea of a just and benevolent God.
Like, whatever your misdeeds, sins, they are limited, finite. So it does not make sense to send you to hell and burn you in hell fire for eternity any more than amputating hands of thieves, or executing people for slander or blasphemy.
So there is this cycle of births, so you are given more than one chances to enter the kingdom of God, or attain Nirvana ( Buddhism) or Moksha (Hinduism) . Hell /heaven is just the interregnum between successive births till you understand and accept God as the ultimate power, and merge with the ultimate soul.

reincarnation is the transmigration of the soul as it attains higher states of being and wisdom.
The hawai'ians believe that souls start out inhabiting blades of grass, and insects. then progress through higher and higher lifeforms until the soul learns and grows enouugh to inhabit a human being, then evolve to the level of 'aumakua, and even higher.
Sufi mystic Rumi wrote about the same thing.

But it isn't.
