these answers get more serious as i go down.
1) more RAM, buy it, love it, get some1 to plug it in for u.
2) defragment your hard drive, use built in defragmenter "dfrg.msc" (type it in run to start it), or download diskeeper (i rarely advertise for companies so take me at my word when i do, diskeeper does the job well)
3) scan for viruses fully.
4) reinstall windows
5) buy a new computer.

When a computer takes a long time to boot, its loading its drivers for the hardware you have installed, starting system processes, and loading the registry. I'd buy a maintenance program such as System Mechanic Pro. You can find it at Best Buy. You would just need a program to cleanup your registry and stop any unneeded processes from loading when you bootup. I just use System Mechanic because I trust it more than Norton's products and it works very well.

On a side note, do not delete startup programs unless you no what you are doing. Some of them are required to run for the program to work.

A third note, don't reinstall windows or buy a new computer. Its a waste of money. Your computer is perfectly fine, probably, and the most extreme thing you should do if its really slow is reformat your drive, or buy a new hard drive. This will solve all your speed problems, but be sure to backup any important data before, since this will wipe everything from the drive.

Lastly, DO NOT go into Start >> Run... >> msconfig and uncheck the boxes. This could screw up many of the programs running on your computer; just as deleting them from the startup menu.

Delay in booting is caused by various reasons...

1.) If hard disk is full it of files or data and less free space then it may be a reason.

2.) Defragment and Disk cleanup must be done regularly to remove unwanted or temporary files...

3.) If startup programs are too much (i.e those displayed in system tray at the bottom right corner) then it may also cause delay. To remove the unwanted programs type "msconfig" in run and press enter... In that choose the last tab and remove the optional programs that are run while booting the system.

May be this could reduce the delay in booting....

Well..you have got many answers ..now what can you do to read them carefully and try to realize the actual cause of your start up delay..at this moment you cann't change processor or RAM..but if problem persists try download and install "ccleaner".Double click to run it. On ccleaner window click "settings", click "startup", now if there are too many entries at start up then check one by one that you don wanna to keep running at windows start up and click delete.But i recommend you to keep the anti-virus and anti-spyware schield entries at start up as most trojans and spywares run as ".dll" at windows startup.

I think you have to go to :
1- Start menu then choose RUN
2-Type : msconfig then press enter
3-Choose the statrup tab
4-Try to uncheck all check boxes
5-Restart your computer
This will really make a difference

You should not to allow programs to run automatically when u log in to your computer.I mean delete them from startup programs. You can delete programs from here: START>all programs> startup
or you can do the same work in registry. if you wanted to know more, let me know!!
