i want to know if you can send and recive faxes with a cable modem because i am kind of a computer guy for the foundation that me and some other people have. and if you can send and recive faxes how do you find out what your fax number is thanks for any help

I do have voip cable modem the one where the telephone goes over the internet

I'd look into VOIP software and/or hardware. Since you can make calls to landlines with subscription, it could also be used to call fax numbers. You would need an adapter to convert it to RJ-45, ethernet port, or a router with RJ-11, phone jacks, built-in.

Edit: First you would need to register for a VOIP account, not Skype, but an SIP account. You can google it ans find the company you like. Ultimately yo need a subscription with someone to get your number, and as soon as you register they'll usually give you it.

If you have VOIP, you would already have a "landline" style number.

But then, you'd still need a fax machine / fax modem to send/receive faxes. They'll just connect to your VOIP gateway.
