This is a common feature with our corporations. If you are serious on dealing with the erring contractor then consider doing this. This will seem very difficult but you will surely expect unprecendented response for the apathy meted out.

First take enough photographs depicting the facts and circumstances. Ensure that the photographs speak for itself. They should display the identity of the locality and the problems.

You say you have already written to the corporation. Repeat your greivance with the heirarchy of the corporation. Send copies to every officer concerned. Send representation to the concerned Minister as well as the Principal Secretary, Municipal Administration. Retain your copies for further reference. You dont have to personally approach the officers. You can post them vide registered post.

Approach the Water Board/Department and register your complaint. Seek immediate action. Make sure you enclose copies to the entire hierarchy of the department as well as the Secretary of the affairs and the Minister.

Give a police complaint against the contractor for causing nuisance by damaging State Largese and causing inconvenience. Dont expect results from this. But make sure your complaint is received if not registered atleast. Retain a acknowledged copy.

If your greivance survives then make a representation to the Chief Justice of the concerned High Court. Give your entire case detailing out the facts and circumstances and enclose all the above copies sent to various authorities as well as the police complaint. Complain inaction on the part of every authority. The representation need not be in a specified format. It is like writing a letter to a Hon'ble Person. This representation of yours should be sent through registered post. Thereafter your representation will be taken up by the Chief Justice if the Court feels that injustice has been meted out to the public in general and reports will be called for by the concerned departments. No representation is required by the petitioner. This is suo moto action initiated by the High Court. This remedy is available to anyone and everyone to vent public injustice.

All this may cost some time and perseverance and an amount not more than Rs.500 to 600. If you are a true citizen of India and if you really care for the general people and their inconveniences then stand against the injustice and take the authorities to task.

People often say that India is not going to change. Who is India and what is India. Is India not people. Remember the words of the great philospher (Country is not sand and buildings, country is people).

You can see the difference in other developed countries. Theirs is a tort free society. And it is our turn to make our society tort free.

Best of Luck.
