my friend was pulled over by state police and they found a gun locked under the passenger seat. the gun was loaded and in a holster. but the police didn't arrest my friend, they let him go. But he has to contact them within a certain time period.

there is more to this than meets the eye. Usually, the only way an indivdual would be allowed to leave if he has a permit to carry the gun AND a concealed weapons permit....Is this the case?? Was he given an opportunity to bring those in??

We need a little more information in order to answer the question. First of all, does he have a CCW (license to carry a concealed weapon)? If not, from what you have written here, although it is technically a CCW violation (depending on the county) the State Trooper might have felt that the local State Prosecutor will not write a warrant for CCW (because the gun was locked and not readily accessible). He does sound like he is in violation of the weapon transporting laws though and would face a misdemeanor ( I think it is a one year misd) as opposed to a felony on the CCW charge (I think that one is 5 years).

Second, did they confiscate the firearm? If so, then expect charges to follow. If not, then he probably got some sort of warning and didn't realize it.

You write that he has to contact the Police with in a certain time period, that makes me think that they want him to work for them (bust someone higher up). And they let him go cause they want a bigger fish. Typically cops only do this if there were drugs inside the vehicle or the firearm was stolen.
