This is spoken by Walton towards the beginning of the novel. He believes that "success crowns his endeavors" and so all that he does and attempts will be "crowned" with success. He talks of his feats and accomplishments, his journey through the "pathless seas" both literally as a traveler and metaphorically as triumphant over the challenges of his life. He describes how the "stars" are "witnesses" to this success.
He is proclaiming his significance in history and could be interpreted to suggest that he thinks he is on a Godlike level.
This passage is indicative of Walton's arrogance, his determination to succeed in whatever he does. This foreshadows Dr. Frankenstein's story and parallels the obsession that Frankenstein shares. There's a moralistic edge to the novel where the arrogant Walton is supposed to learn from what Frankenstein has experienced.
