646 area codes were assigned when there were no more numbers available in 212 or 917; 646 could be in Manhattan, the Bronx, or it could be a cell phone in any of the
five boroughs.

Jessica - you've been reported - for spam, for not answering the question and for bad taste and for posting this dumb link in all of your "answers". I hope you lose your account for this.

While I thought this was a strange question as well, this location is one of the only instances where this is a valid question. My father lives in Manhattan and has a 212 area code. He has been offered $10,000 to give up his phone number to a person who wanted the 212 area code. So in a way, it is prestigious, though probably the only one in the US that actually means anything to a lot of people; maybe 808 and 310 to a much smaller degree. Back to the original point, if you can get a phone number with a 212 area code, TAKE IT, because apparently people will pay for it (if you Google "prestigious area codes" the top results are mostly 212, and apparently others are buying/selling them). However in all other instances an area code is just an extra three numbers that you need to dial.

646 was added because of the over populated numbers in the city
the city needed to add this new area code because there were too many phone lines in the city

646 is both a landline and cell phone number.

It is landline in Manhattan and used for cell phones in any of the boroughs. It isn't specific for any borough when it comes to cell phones, it is like 917, anyone from any borough can have it.
