No. There is no direct relationship between an F-1 student visa and an I-551 green card.

Lawful Permanent Resident (LPR) status, i.e., having a green card, allows persons who hold this status to live and work in the US. There are four basic ways to achieve LPR status: Be petitioned for by an eligible family member; having education, skills, or talents which are in demand in the US and which qualify in one of the employment-based or profession-related preferences; having refugee or asylum status based on a well-founded fear of persecution if one returns to the home country; and by a special act of Congress.

When you graduate you can apply for an H1B visa to work and THEN you can apply for a green card. You can try it the other way but the delay is long enough that I don't think you'd have it by the time you left school, and would have to leave without a different visa.

yes you can.. under new immigration rules, its been turned a li'l tricky though.
my uncle went to the states (from pakistan) back in 1988-89 and stayed there - he did not immigrated. after i guess 15 years he got the permanent residency card (green card) and now he's a dual national.

You can apply for one, but there is no guarantee you will get one. You have a greater chance of receiving one if you are going to school for an occupation that is in high demand here, such as nursing. It never hurts to try though.

There's a few way to apply.
By someone asking for you. (relative, spouse, etc.)
Or if you are brilliant enough talk to the university administrators, i am sure they won't let you go
