ok so my best friend likes my cousin brother .. and i mean a lot. but he doesn't like HER. but she thinks he does. What am i supposed to do? i know its none of my business but she's upset all the time and she's asking me what to do about it.

Tell her he has an STD and she don't wanna be with him anyway.

Just be sympathetic; don't offer advice. If you've told her he doesn't like her, and she won't hear you, you can't do anything more. Just keep saying "I know how you feel", "Gee, that's tough, isn't it" and so forth.
