An important counter-question is are you reporting your weight in kg or lbs? if in lbs, you are seriously under-weight. If in kg, then you are only slightly heavier than most girls your age, however, your weight is consistent with your height.
You are at an age where there is still a lot of growing going on. You need to be careful not to jump into a diet, because you could do serious damage to yourself and how you will look once you have stopped growing.
Don't obsess about your appearance already. Remember the story of the ugly duckling? If allowed to grow properly, you are likely to ultimately turn into a very gorgeous woman.

Sweetheart you are not fat. At 5'2" you should be in the 85-95lb range. You need to make sure that you are eating 3 healthy meals a day-fruits, cereals, meat, fish and veggies. Two snacks of fruit or cackers and peanut butter wouldn't hurt either. The key is moderation. Do you play sports? That would help you create good muscle tone. My oldest daughter is almost 12 she weighs 95lbs she is 5'3" and wears a 00 to a 0. She is not fat. If you are concerned about your weight talk to your mom or dad or another trusted adult. They can arrange for you to visit your family Dr. or a nutritionalist. But honey if you are 60lbs and 5'2" your are not even the tiniest overweight. Please talk to your parents.

Well is it 60lbs or kg. If its pounds you are underweight. If you think you look fat exercise. In the mean time find a therapist to find out why you think you are fat at 60 lbs.

60 pounds - you need to gain weight which you can do through proper diet so you don't gain it in fat. You want to gain it in muscle.

60 kilos - yes you need to lose some weight also through a proper diet that is high in fiber, low in fat.

you weigh 60? not 160? You shouldn't loose any weight in fact you might want to talk to someone about anorexia.

sounds like you have bulemia if you think you are fat, you are crazy take another look at the mirror before you say something that is not true.
