IT is human nature to test the limits of the law. Once you impose a law upon society, someone will always be ready to test it's function and the ability to enforce it.

I speed on well known roads, when safe to do so. In my town we have a lot of fenced in roads that are long, straight, and flat with the odd traffic light, if there is no one around I will speed for the hell of it, if people are around, I will do the group speed. I find in my town, no one does the speed limit, if the limit posted is 70km everyone does 80km. If you're the one doing 70km then you're a hazard on the road. My sister got pulled over and advised to go the group speed by an officer when she was tying up traffic when she first started driveing. I speed for the rush, at times. I think most people speed because of "how important thier time is, compaired to everyone else". When I speed I do it on roads that I know it will be safe, fences on both sides so nothing is going to run out infront of my car, center median so no one can cross into my lane, lighted intersections, so i know if i should maintain speed or slow down safly, and intersections where I can see the ajoining roadway for a wile to make sure no one is going to run the light.

Speeding does not mean you're a bad driver. Speeding just means you're going fast then what is given. I know many good drivers, people who have gone though every driving course given for police training. Even they still speed.
