My dogs is two and impressively house trained, he lets himself out or knocks if the door is locked and simply doesn't have accedents.

a week ago i moved the bin in the kitchen and it was wet, i asumed it leaked, changed the liner and cleaned up. this happen two more times.
but today when it happened i smelt that it was the dogs pee and not just bin smell. while cleaning this time i saw that he had now urinated i the middle of the room, so he was sent out side while it was cleaned.
then when he was let back in he went to sniff what he had urinated on then went and did it on my laptop bag and a shoping bag with paper in it.

He is not sick.
Has lived here since he was 8 weeks.
We don't have any other animals
rarely have visitors
and have not changed our routine in months.

Since nothing has changed I would take him to the vet along with a urine sample it could be that he has developed a urinary tract infection ro has crystal forming in his urine or could be developing some kidney problems, they do not have to be acting or looking sick to have

not knowing your dog or if he is neutered, i would say that there is either
a. a female in heat very close by (even if hes neutered that can trigger leg lifting)
b. something outside that is threatening him when he pees
c. a bladder issue that your unaware of that he is trying to let you know about

get him to the vet it you can to rule out the bladder thing, and keep him out of the kitchen for now until he learn to behave himself

you say he isn't sick, but he could have a urinary tract infection, bladder infection, or kidney stones, you should take a urine sample to the vet, just to rule these out.
