My boyfriend said it's because they are growing. I had someone tell me they're dreaming, but this happens when my cat is awake. I know what he looks like when he dreams, this is different.

I'm not sure I know what you mean, If the cat is awake then it certainly isn't dreaming, that the only time I have seen my cats to this.
Unless you are talking about when they are stalking something, like a bird it is about to pounce on, and they shake & wiggle there butt before leaping. That's really cute, however I don't know why they do this. They all do, guess it is just instinct.
Other than that I really don't know.
Is he sick? If you don't get any better answers, take him to the vet.

Is his tail up when he does it? My neutered female cat shakes her whole body when she is scent marking. It is perfectly normal and not really a problem. It sounds you cat is in perfect hands and is probably fine. If it gets worse or you cat becomes unsteady or unwell, it will be necessary to return to your vet and make them aware of this. Not all problems can be found on a physical exam. But dont worry at young cat is unlikely to have anything too concerning. Cheers.

it depends on how old the cat is, if it's a kitten, then the kitten could still be growing but could also be cold. A grown cat could mean she is on alert, know something is around or getting ready to play. hope this helps.

I'm a little confused, in this question you say he's awake, in the other you say he's dozing, they're not the same thing.

It's a bit hard to answer a question when the details of the question keep changing.
