yes.

when the color/lightener is mixed it's enough for 1 service.
it's one serving size. if you want more servings, it's not free.
if you have extra long or extra thick hair or want lots more hilites you have to pay for it.
this is why the prices state "......and up" or "starts at..........."
extra hair = extra time = extra money

Yes. The starting price quoted for color services is for the average, basic amount of color they would use for most people. But if the person has lots of long, thick hair, they would need to charge more to first, cover the cost of the extra product, and second, to charge for their extra time.
