In my experience it takes a good few weeks for them to be completely comfortable with each other. This should be adjusted with how much time they actually spend together. Most dogs are cautiously curious about other dogs in their environment. If you think that Cocoa needs protecting, by all means do not let them be alone together until they work out the dominance issue. Keep supervising their together time until you see positive interaction between the two dogs. One should not be beating up the other and Cocoa should be over her fear as fear can make a dog snappish which could get Cocoa into trouble if Hershey is more aggressive.

It doesn't take long for them to get used to each other, if you separate them it will make it harder,i have 2 dogs 1 was 8 months old when i got the other one at 8 weeks old i did separate them on the first night but didn't get any sleep so the second night i put them together and they was fine, you just have to keep your eye on them one will try to be boss, in my case it is my younger dog, treat them the same and you shouldn't go wrong.

How long is a piece of dog's leash?! Hershey is making sure Cocoa knows who is boss. (Will your third dog be called Dime? lol) Consult a dog trainer if they don't settle in together in a reasonable time, say a couple of weeks.

It depends how you tackle the problem. You must protect her to start with. Put the other one in a crate for a while or use a stair gate to separate them. They will do better on an open field than in a house.
