That happened in my old department: I just announced, "Someone ever there STINKS and needs to shower and put on clean clothes... That's reeeally offensive." Then I went on about how nasty that is, wondering how a person can sit there in his own stink. My supervisor couldn't believe I did that, but it saved her an uncomfortable talk.
...I did the same thing after seeing a guy PICKING his nose. He was digging all up in there, and I announced, "We've got a nose-miner who apparently needs a tissue before he starts bleeding." Hey, if you want to be gross...

Anonymously leave him a goody basket filled with :shampoo, body wash, tooth paste, tooth brush, deodorant, mouthwash,etc.

You take them aside and tell them in a polite manner directly. However, remember , in this day and age, a lot of people do not care if they are offensive.
