I don't know if this is the same thing, but in the scientific/medical world a Lay Progress Report is a report that is fashioned in easy-to-understand, non-technical terms aimed at a non-scientific audience. It's usually used for a medical/scientific researcher who is seeking funding from a board which includes lay-people. While I have never heard of a Lay Progress Investigation, perhaps it is related to a Lay Progress Report in that the investigation should produce a report that is easy to understand and non-technical?
