One would be 1980 AL Cy Young Award Winner: Steve Stone of the Baltimore Orioles..

In 1980 Stone went 25-7 with a 3.23 ERA, but retired during the 1981 season. His previous career high in wins was 15 (done only once in 1977), and before that only 12 wins, which he accomplished twice.

His ERA's leading up to that 1980 year were especially mundane: 4.08, 4.51, 4.37, 3.77.

Coming in a close second would be Mike McCormick, winner of the 1967 NL award with a 22-10 record, and 2.85 earned run average.

McCormick had exactly 1 good year in 1967 that was sandwiched between a 1966 (11-14) and 1968 (12-14) where he was middle of the pack at best.

properly it relies upon, do you imagine that the perfect pitcher could win the cy youthful, or that a extraordinarily solid pitcher on an outstanding/suitable crew could win it? in my opinion i could opt for the extra valuable pitcher, the single with acceptable era and maximum strike outs and a superior WHIP, to a pitcher like Sabathia who had a +3.00 era yet became on an offensive juggernaut crew and managed to amass 20+ wins. Going by technique of what you argue, Lincecum in all probability would not win the Cy youthful in 2009 even with being the perfect pitcher. only relies upon who you opt for to win the cy youthful.

I'd say hand down it's Mark Davis in 1989 w/ the Padres. FYI, he signed w/ the Royals that offseason and the Roayls had both Cy Youngs winners from the year before having already had Bret Saberhagen...
