no dont be a snitch, here's what you do. get some poisen ivy and color it green then put it in with the rest of the ivy. go to your neighbour and ask him to do something about the ivy or youll report him. go sit on your deck and watch him work.

easy answer to this, get about five 16 penny nails and late at night sneak over to her yard all ninja like, and hammer the nails into the base of the plant ( as close to the roots) and it will just die off.
that or start growing your own pumpkins they are worse then ivy's
