One made who is runaway from her previous employer can come to work again in UAE?. She already completed one year after exit. Please advice

A worker who left the country on leave and did not return and failed to have the residence visa cancelled will not be able to obtain a visit visa. He/she should first have the employment visa cancelled and later apply for another visa.

If the original employer reported the worker to the immigration authorities the worker as having absconded - this entails a year-long-ban in your passport. If that has happened, you would not be able to enter the country before the end of the ban period. The ban will start from the date your visa got cancelled.

The original passport has to be sent to the former employer (via courier) coz the former employer needs the original passport to cancel the residence visa.

A permant ban just occurs when somebody got deportet.

If the employer has declared her absconding then a permanent ban will be there and she can't come back on employment or visit (i'm not sure about the visit though).

If she has a previous residence visa that wasn't cancelled then more likely she will have problems getting a visit visa. And the residence visa is likewise no longer valid since she is out of UAE for more than 6 months.

If the residence visa was cancelled then she can come again on visit or employment because then ban is only for 6 months

It is a complicated issue. As per the UAE immigration law absconding from the sponsor is a legal offense.

Make sure that did she send her passport to her former employer/sponsor to get cancel the existing visa. If yes, she can come back after the expiry of imposed ban (i.e. one year from the date of cancellation, not from the DATE OF DEPARTURE). If the existing visa has not been cancelled yet, either it is valid or not, she cannot able to come back. The immigration dept will reject/refuse the visa application due to "the applicant is having visa".
