Not in the EU: Iceland, Norway, Switzerland, Russia, Belarus, Ukraine, Moldavia, Croatia, Bosnia & Herzegovina, Serbia, Montenegro, Macedonia, Albania, Georgia, Armenia, Azerbaijan, Turkey, Andorra, Monaco, Liechtenstein, San Marino and Vatican city.

Countries from Balkans, Croatia, Bosnia, Serbia, Montenegro, FYRM, Albania, Turkey if you consider it european countrey (I don't), than Russia and ex Soviet republics like Moldavia and Ukraine, than some countries from western Europe that don't want to be part of EU: Switzerland, Danmark, Norway and Great Britain is something in the middle (they refuse euro as currency), etc.
