Maybe your screen just doesn't have that facility but it is on the menu?

Only 1600 x 1200 and 800 x 600 suggests that a large LCD monitor has been selected instead of a 17 inch CRT. Right Click on screen and select Properties, Settings, Advanced, Monitor, Properties, Driver, Update Driver - No not this time, Install from a list, Don’t search - hopefully there will be a list of monitors to choose from.

I can't help you but I am curious
are you trying to change the resolution from within Windows or by using the software that controls the display?
You may have an Intel Media Accelerator, or whatever program is applicable to your display.
And possibly try 32 bit. It should be more versatile on a modern computer.

Does Windows see your actual monitor or is it calling it "Plug and Play monitor"? If so, go to the monitor manufacturer's website and get the drivers for it. This may help and in the meantime right click on the desktop, go to settings, general tab and in the DPI settings increase it to 120%. At least it will make working on your problem possible with a little less squinting.

Why would you want to set it to 16bits if you can do 32? Anyway, you can try reinstalling the graphics driver it will probably fix that. Either do it using the CD or you can do My Computer > Control Panel > Add New Hardware then choose your graphics card and let your OS does its job. Hope that helps~
