For the majority it would be to women.
I think it's because they have so many sexual fantasies when they are adolesents that to have a Cheerleader or a Catholic school fantasy played out when they are older is like the ultimate thing.
When we're adolessents and puberty kicks in it's like overdrive, so it's fulling those things they wanted to do when they were first discovering sex but were too shy or clumsy to do so.
I don't think there is anything wrong with it all. In fact it's very healthy. It's only when Men (or Women) actually have sex with a minor that it is a problem.

Cheerleaders are exciting because they wear sexy clothes and have sexy dance routines, but I don't understand the catholic schoolgirl and girl scout.

It shows they are willing and able to have a good time. All women know men are immature and act like children. It appeals to there immature side.

It's the whole innocence mixed with the naughtiness it has nothing to do with them being kids unless there pedophiles but if that was the case then it wouldn't matter what they wore.
