Because it's cheaper to route the call to an offshore call center, and have them read from a script, than it is to have the call routed to an onshore call center.

Typically, there is an on shore call center on line, with a limited number of employees. If you can't understand the off shore people, explain you can't understand them and ask them to transfer you to someone in the US. Then send an email and complain about it to the provider.

According to all the off shore companies I have dealt with, their employees speak perfectly English. They are also REALLY named John, Paul and George, too. Trust me. (*not*)
