click the Start Menu and type Run in the Search field. Click the Run command and while holding down your mouse button, drag it onto your desktop or onto the Quick Launch toolbar. I prefer to place the shortcut on the Quick Launch toolbar to avoid a cluttered desktop. In any case, a shortcut will now be available for the command.

To have Run option in the Start menu you are used to just right click the Taskbar, open Properties (will open up "Taskbar and Start Menu Properties" dialog), go to "Start Menu" Tab, Click the "Customize" button. If you go down the list displayed you will find an option to enable the Run Menu.

Vista is full of crap. Its still has so many problems and yet they already sent it out on the market.

I suggest that you do a search on microsoft's knowledge based articles.
