Some guys have later or longer pubertys than others. Also, I don't know how common this is, but there is a possibility of a growth hormone condition which inhibits or prolongs puberty. Andy Milonakis on MTV has a conditon like this.
I'm not a medical expert, so take what I say with a grain of salt.
