Delete those files as quickly as you can. Rt click IE choose property click delete files & delete cookies & clear history also. Close it. Than do the following:-
1. Search for temp files( In search box type *.tmp) click search. Delete all files that appears after search.
2. Than as above type *.log & do the same.
3. Search Temp folder Delete all it's content.
4. Search Temprory Internet Files & delete all it's content.
5. than defrag your your HDD & also clean registry if you have a registry cleaner. If not do this,Dowload
WIN XP Manager or tuneup utilities install & clean. Try with win xp manager,s 1 click cleaner. You can download it from
www.softarchive.net. It requires dotnet fx so you will have to download it also. First you will have to install dotnet fx. It is free & you can get it from site of microsoft. Your PC will become as fast as it was when new or a bit better.
This will keep your system healthy & fast.

In the current days of fast internet, I would delete them when I exit my browser. This is an old setting for using cache from you Hard disk to save on download time.
Since I delete mine automatically once my browser is closed, I am more confident of getting an up to date page of any site I visit and I have no problems because of doing that.
How you delete them and what you use is a personal decision, a lot of programs out there to help you do it, but I found that setting the temporarily folder size to something like 10 MB only to be a good way.

Ideally you don't want temporary files more than a day or two old since one of the temp files may possibly be in use by an application on the day in question
CCleaner is free; if you go to Options>Advanced you will see a box that should be kept checked - "Only delete files in Windows temp folders older than 48 hours". A neat measure since it prevents the deletion action from failing if a temp file is still in use by the system

You can also try this:
go to start>run and type
%TEMP%
press ok
go to view>arrange by...modified
and you will see all the temp files in order of date so you can easily delete those older than a day or two.

Sometimes temporary internet files are said to decrease / deterioriate web-browser's performance, for example, Windows Live Mail not loading properly etc., but I have not encountered such a problem.
I keep deleting my Internet files, history and every other trace of my usage at office because of privacy issues. In my opinion it depends on specific cases but keeping old files is not a real problem.

Maybe just a week or 2-3 days. The internet is constantly updating etc anyways.

Its really upto you.
But its no point keeping it any longer than a day.
I have kept my setting to delete temp files,history ,cookies as soon as i close the internet.
Also run disk clean at regular interval and disk fragmentation.

cookies and temporary files should be deleted by the end of the day. Advanced Windows Care 2 can do that. you can download it from darkyahoo.com.
