If she can get out of her cot/bed regardless of you ignoring her or telling her to go to sleep then you might need to do what my dad did to me, when I was an incorigible sleepless toddler.
Let her stay up but don't play with her. Don't have the TV on or be doing anything very interesting. The best idea is to read a book or newspaper in the same room she plays in.
Before you put her to bed try and put as many of her toys away as possible (and even more when she initially goes to bed). Tell her that her toys are going to bed too.
When she gets up to play and there's no toys and you're not interested in what she's doing (although obviously monitor that she's not doing anything risky!), she'll soon decide it's not worth it and go back to bed.
The other technique that works with my two year old (since he can understand threats by now!), would be telling her that if she gets up you'll just put her back to bed, and do it each and every time she gets up. Try the first technique before this though as this is a lot more labour intensive, especially if you have a fiercely determined little girl!

Dont play with her. Just tell her it is time for sleep and leave her, maybe going back in to check on her and reassure her if she sounds really upset but don't give in!
