Does your forum allows flash embedding? with the code [flash]file[/flash]. If yes, try to make a flash file by using either Macromedia Flash or SwishMax. If it doesn't allow that, build an animated .gif file with Adobe ImageReady. Then upload your file in sites like http://imageshack.us/ and get the URL.

Your main options are animated GIF and Flash. A lot of forums will not allow Flash, many will only allow very small files - make sure you check the regulations of the forum before getting too carried away.
How cool it is depends on your design - there is no special "make it cool" button in any program ever written...
