You can apply for a temporary handicapped parking permit. Unlike permanent ones that are blue, temporary ones are red. They will have an expiration date. You will need a letter from your doctor stating why you need it and for how long. You can get one from your local drivers license office.

Normally after knee surgery you will be totally normal and you may not be classified as handicapped but however in some cases you may not recover fully and may start limping and the doctors may classify you as handicapped and in such cases you will be given all the facilities that are given to handicapped persons according to the rules of your country.

Yeah, I'm pretty sure you can. Not sure what type of surgery you're getting. I have 2 that tore their achilles and they both got temporary handicap parking passes.

Ask your Dr., usually your orthopedic surgeon if he will give you a form for a temporary handicap permit, take it to Secretary of State, or DMV & get your permit.
