In my opinion a city is worth living, if it offers a good job, a home, when its air is breathable (I mean clean), when you have nice places to go out on evenings, where you can find a favorite restaurant and small things like this.
I live between two cities. In one I work and spend any evening out. This city has all the above but misses the clean air.
In the other one I have my home. This city is tranquil. So day all frenetic, nights all quite. They are far from each other, 1 h by car

A city is worth living in if you like living there and want to live there for a variety of reasons. Perhaps you have family/friends/loved ones close by, or perhaps the "liveability" of the city itself makes it worthy of living in: things like closeness of community, cultural resources such as museums, entertainment, libraries, etc., crime rate, ease of travel/commute, access to the outdoors, housing, social resources. . . the list goes on. Sometimes a city's size contributes, too. People vary on the size of city they like living in (small, such as 30,000, or large, usually upwards of 1.5 million). It can be a very personal decision.
