There are various forms of poetry. If you would like to free-form, just write whatever comes to mind, or organize thoughts on a subject. Poetry does not necessarily have to rhyme unless you are using a form, but if you want it to, go for it.
Below is a link for you to look at as far as forms are concerned. There are lots. Sometimes it helps to organize this way, and it utilizes the artform with a little more order.

you should first decide in which language you want to write. then improve you vocabulary and verbal ability in that language. (For example in english you can improve your verbal ability by through practice. There is a huge information on how to develop your verbal on www.iimforums.com )
Next thing you should have that artistic mind and heart. develop it by enjoying the nature around you. After that simply put your pen on paper.
